Bernard est le sixiéme fils sur sept enfants de Conrad Carl Wingerter et Elizabeth Ann Schmaltz, il était le jumeau de Fred Conrad Wingerter.

Il est enrôlé dans l'armée américaine à Spokane, Washington, le 28 Juillet 1943 et affecté au 712nd Tank Battalion.

Il fut le premier des deux fils tués au combat pendant la Seconde Guerre mondiale.

Le 20 septembre 1943 le 712nd Tank Battalion a été activé.

Cette date est trompeur car le 712nd a existé avant au sein du 10th Armd Division

The seventh child, sixth son, of Conrad Carl Wingerter and Elizabeth Ann Schmaltz, he was the twin of Fred Conrad Wingerter. He enlisted in the US Army in Spokane, Washington on July 28, 1943 and assigned to the 712th Tank Battalion. He was the first of two sons killed in action during World War II.

On 20 Sept, 1943 the 712th Tank Battalion was activated. This date is in a sense deceptive for although the 712th came into being then it had existed as part of the 10th Armd. Division from the latter‟s activation in July 1942, and many members could trace their Army careers back to early 1941 and the 11th Cavalry. It was this same 11th Cav. Regt., made tough and experienced in the rugged hills near SAN DIEGO, that formed with the 3rd Cav. Regt. the cadre for the 10th Armd. “Tigers”. What was later to be the 712th was at the time the 3rd Bn. of the 11th Armd. Regt., with D Co. being born as C Co. of the 1st Bn. of that Regt
